Overall I agree with your post, except for the part about Google giving more juice each time it sees the same link. (your Hypothetical Google malfunction)

Googlebot does not follow each link when it see it, this info get stored in the database and another bot follows up.

It is more likely that you get the juice only once per link pointing to your site, not each time Google comes to the page and see it again.

Thanks for the aricle. This explain while my sites PR are changing all the time in Google toolbar.

You are right. Page rank is no longer an important factor. A website or a directory with PR0 on google toolbar might have already achived a PR4 (live PR) but just because google did not update the PR, the tool bar might not being showing enough green. My suggestion would be concentrate on getting relevant theme links than looking for PR.
